| The El Paso County Constable ~ Precinct One is recognized as a leader among West Texas law enforcement agencies in community policing initiatives. In spite of its limited staffing and small budget, the Constable Department has developed an array of innovative programs. Such programs have made a significant impact on a wide variety of residents, including children, the elderly, and business owners. |

| Constable's Awareness of Resident Elderly ~ CARE The CARE program was developed in order to protect one of the most vulnerable populations in the community - the elderly. For purposes of the CARE program, an elderly person is one who is over 65 years old, lives alone or with other elderly residents in a private home within the boundaries of Precinct One, and is predominately homebound. As part of the program, Constable Robert White or a Deputy Constable conduts a brief visit to a CARE participant's home and ensures he/she is safe and secure. The presence of a uniformed peace officer at a participant's home serves as a deterrence to criminal activity in the neighborhood. |

| The SAW program provides small to medium-size businesses invaluable workplace violence training and advisory services. Incidents of workplace violence have increased dramatically during the past several years. The organizations most vulnerable to such incidents are those lacking the resources to develop workplace violence prevention policies and procedures. Constable White has on his staff one of the few certified workplace violence prevention experts in the region. |
The ASAP was implemented by Constable White four years ago. Its goal is to reduce school attendance by responding assertively to instances of unexcused absenteeism of high school students. The premise of the ASAP is that students who are absent frequently are at a substantially greater risk of dropping out of school and engaging in criminal activity. Under the ASAP, the participating school would provide the Constable a list of students with a record of excessive unexcused absences. The Constable then would visit each student's parent/guardian and advise him/her of the student's repeated absences and their legal obligation to ensure the student attends school. |

| The POSSE program is a joint effort between the Precinct One Constable and Justice of the Peace. Individuals sentenced by the Judge to perform community service hours come together on a monthly basis. Typically, POSSE participants pick up litter on and near public roadways and parks. Participants thus fulfill their required sentence while helping to beautify the environment at no cost to taxpayers, |
