| Constable Robert Parker White Robert White was elected Constable in 1996 and won re-election in 2000 and 2004. Constable White is a long time resident of West El Paso. He graduated from Coronado High School and the University of Texas at El Paso. He earned a Texas teaching certificate and has completed several years of educating young minds. Constable White graduated from the El Paso Community College Law Enforcement Academy and has completed numerous state-sanctioned law enforcement courses. In 2004 he graduated from the University of Texas at El Paso with a Master of Education. Constable White has appointed and developed a corps of highly qualified deputies who share in his commitment to the citizens of El Paso County. |

| Fred William Graf was promoted to Chief Deputy in June 2002. He is a graduate of the Region VII Sheriff's Academy, where he graduated first in his class. He also has completed numerous state-sanctioned courses. Chief Deputy Graf holds a Bachelor of Science in Criminal Justice, Master of Education in Counseling, and a Doctor of Philosophy in Psychology. He recently completed executive course work at the Harvard University John F. Kennedy School of Government. Chief Deputy Graf is a board-certified cognitive-behavioral therapist and a Diplomate in Psychotherapy. He served as an officer in the Military Police Corps, Texas State Guard. Chief Deputy Graf is a Master Certified Workplace Violence Prevention Specialist and is one of a handful of experts in the field. In 2003 he was one of only four peace officers in the state to receive the State of Texas Law Enforcement Achievement Award for Public Service. |
| German Avila was promoted to Sergeant by Constable White in June 2002. He has extensive experience as a peace officer and completed numerous state-sanctioned law enforcement courses. Sergeant Avila continues to compile an impressive record of service to the community, showing a special skill in helping underprivileged children. Sergeant Avila is one of the most successful peace officers in the region in executing arrest warrants, including warrants issued against "deadbeat dads" who owe significant amounts of money in child support. In 2004 Sergeant Avila received special recognition from the Texas Attorney General's Office for arresting and bringing to justice one of the ten most wanted deadbeat dads in the state. Taxpayers continue to benefit from the substantial revenues produced by Sergeant Avila from his warrants duties. |

| Renato Rosales has been with the Precinct One Department since April 2007. Deputy Rosales previously served as an officer with the Anthony (Texas) Police Department for three-and-a-half years, where he was an Intox operator and served on the DWI Task Force as well as an Officer in Charge (OIC). He also received a commendation for apprehending an aggravated robbery suspect and another commendation for apprehending five suspects in a felony case. He is a graduate of the El Paso Community College Law Enforcement Academy. Since joining Precinct One, Deputy Rosales has compiled an excellent record of apprehending wanted subjects and bringing them to justice. | Francisco J. Almada has been with the Precinct One Department since September 2007. He is a graduate of the El Paso Community College Law Enforcement Academy, where he was the sole recipient of the Exceptional Law Enforcement Skills Award in recognition of his commitment to fellow academy classmates and outstanding academic performance. Deputy Almada previously served as a civilian in the identification and records section of the El Paso Police Department for two-and-a-half years; he received the VIP Award for his outstanding work performance. |
| Oswaldo Gomez has been with the Precinct One Department since 2002. He is a graduate of the El Paso Community College Law Enforcement Academy. Deputy Gomez previously served as an officer with the Anthony (Texas) Police Department and four years in the federal security field, where he was promoted to the rank of Lieutenant. He has completed narcotics intervention training along with several other law enforcement courses. |
| Stetson Reed has been with the Precinct One Department since December 2007. He is a a veteran law enforcement officer with several years of experience in numerous departments in the region. Deputy Reed has completed an extensive number of law enforcement courses at the Region VII Sheriff's Academy.. |
| Jose Jaime Rodriguez has been with the Precinct One Department since 2002. He is a graduate of the El Paso Community College Law Enforcement Academy. Deputy Rodriguez previously served as an officer with the Anthony (Texas) Police Department for over five years and four years with the Precincts Seven and Three Constable Departments. Deputy Rodriguez served for two years at the U.S. Immigration and Customs Enforcement detention and processing facility. He also served a year with the Sheriff's Office Metro Narcotics Task Force. He completed narcotics intervention training along with several other law enforcement courses. Deputy Rodriguez also has completed business management course work at the University of Phoenix and criminal justice course work at the El Paso Community College. |
