Constable Robert Parker White Robert White was elected Constable in 1996 and won re-election in 2000, 2004, and 2008. Constable White is a long time resident of West El Paso. He graduated from Coronado High School and the University of Texas at El Paso. He earned a Texas teaching certificate and has completed several years of educating young minds. Constable White graduated from the El Paso Community College Law Enforcement Training Academy and has completed numerous state-sanctioned law enforcement courses. In 2004 he graduated from the University of Texas at El Paso with a Master of Education. Fred William Graf was promoted to Chief Deputy in June 2002. He is a graduate of the Region VIII Sheriff's Academy, where he ranked first in his class. He also has completed numerous state-sanctioned courses. Chief Deputy Graf holds a Bachelor of Science in Criminal Justice, Master of Education in Counseling, and a Doctor of Philosophy in Psychology. In 2008 he completed executive course work at the Harvard University John F. Kennedy School of Government. Chief Deputy Graf is a Diplomate in Psychotherapy. He served as an officer in the Military Police Corps, Texas State Guard. Chief Deputy Graf is a Master Certified Workplace Violence Prevention Specialist and is one of a handful of experts in the field. German Avila was promoted to Sergeant by Constable White in June 2002. He has extensive experience as a peace officer and completed numerous state- sanctioned law enforcement courses. Sergeant Avila graduated from the El Paso Community College with an Associate of Applied Science in Law Enforcement. He continues to compile an impressive record of service to the community, showing a special skill in helping underprivileged children. Sergeant Avila is one of the most successful peace officers in the region in executing arrest warrants, including warrants issued against "deadbeat dads" who owe significant amounts of money in child support. In 2004 Sergeant Avila received special recognition from the Texas Attorney General's Office for arresting and bringing to justice one of the ten most wanted deadbeat dads in the state. Taxpayers continue to benefit from the substantial revenues produced by Sergeant Avila from his warrants duties.
El Paso County Constable
Precinct One
Francisco Almada joined the Precinct One Department in September 2007. He is a graduate of the El Paso Community College Law Enforcement Training Academy, where he was the first recipient ever of the Exceptional Law Enforcement Skills Award in recognition of his commitment to fellow academy classmates and outstanding academic performance. Deputy Almada previously served with the Identification and Records section of the El Paso Police Department where he received formal recognition for outstanding work performance. Deputy Almada was recognized and commended by the Attorney General and the El Paso County Sheriff’s Office as well as the County Attorney for his outstanding work in executing child support felony warrants and other criminal felony and misdemeanor warrants. Deputy Almada trained under the Federal Bureau of Investigation to serve as the first Crisis Negotiator for the El Paso County Constable Department. He has successfully diffused several crisis situations. Deputy Almada also currently serves the El Paso County Constable Department working for the Warrant’s Task Force where he has executed many outstanding warrants and brought numerous fugitives to justice. Deputy Almada also is an active public speaker representing the El Paso County Constable Department on various administrative and public topics relating to Precinct One.
